Tom, this looks like an old PV electronics kit from the PCB silkscreen etc, but I don't believe he ever made a Frank 4...

It sounds like the clock setting is set to the wrong mains frequency (there's a selection for 50 or 60 hz)..... >From the Frank 3 manual (which also used AC frequency).. "The two buttons have the following functions: SW1: Set / Blank SW2: Up / Reset Seconds Setting 50Hz or 60Hz Mode With the clock powered off, hold BOTH buttons down. Power up the clock and either 50 or 60 will display, indicating the current mode stored in flash memory. Use either button to toggle between 50 and 60 to select the correct frequency for your local electricity supply. Then power off the clock, and the value is stored in flash memory" Hope that helps.
