I think you’re right Nicholas - I don’t think he has the skill it would 
take to assemble that board, perhaps by it being a “kit” he meant he had to 
screw the top and bottom plate on ha! The board mystifies me - it looks 
like there is an IR receiver for a remote? What is the thing next to “GPS”? 
Why is there a processor chip?

I hope I can find a way to create a remote as just having it run in initial 
random mode with all of the colors and effects going off like Vegas in the 
80’s is way too annoying.

It’s probably not, but can you use like a cheap universal remote and 
somehow find the IR code? I would guess that would be tough as you have to 
have something that cycles through the tube effects, if you want to use 
more than one, and which color or colors you want to use.
