I've seen similar listings for other (non-Nixie-related) items from Japan on eBay, where the same item is listed by multiple sellers. My belief is that they're not necessarily scams per-se, but they are bots that relist items found on Japanese domestic sites, with a significant markup. If the item sells, they'll attempt to source the item from the other site, and send it on.
In this case, I believe the original source for this item is here: https://jp.mercari.com/item/m63234082680 And there's a translation here, which has some useful detail on the condition: https://www.dejapan.com/en/shopping/mercari/item/canon-canola-l163-nixie-tube-calculator-with-route-showa-retro-working-item-mercari-dolica-41200-jpy/m63234082680 Alexis.
