I've seen similar listings for other (non-Nixie-related) items from Japan 
on eBay, where the same item is listed by multiple sellers.  My belief is 
that they're not necessarily scams per-se, but they are bots that relist 
items found on Japanese domestic sites, with a significant markup.  If the 
item sells, they'll attempt to source the item from the other site, and 
send it on.
