My wife, who is a paper conservator says, (sorry for bad English)

"with a provisio because I can't see the backside, so don't know what glue
was being used:

use starch  based glue
or pva-c based glue.

alternatively, you could also try to very lightly moisten the backside with
a q-tip to see if the original glue 're-activates'

if it does not, it's probably not water-based glue, you could try heating
it up with a spatula to try and reactivate it."
