Is Series IIIc or IIIF? probably is one resistor located between the TL081 and 
the transformer. Have you changed the TL's????, maybe are inverted. Or maybe 
one DIP's of the chain between the channels are in shortcut. Connect the PS 
WITHOUT the master section, probably the shortcut is in the master section, if 
not, check all the IC's, Cap and transistor or maybe one bad welding on the 
master section. The 14106 IC in the master section MUST have two of the legs 
wired togueter, maybe are this IC tha's are UNwired. The extrange is that the 
PS sends 0-7 volts...when this happend maybe is one bad transistor, maybe the 
MPSA05 or the 5638/NTE467, i hope help my advice. Best regards from mexico.
