properties are resources in the way that the property definition is. But I suppose you are talking about statements, ie. the usage of a property like "<res> <prop> <value>". Those can be annotated via named graphs which are used in Nepomuk to store metadata about statements (atm this is mostly creation date. Further down the road it will be creating application and user). Currently there is no API to modify the metadata attached to a statement. This will change with the new Data management service which will soon be finished and merged into kde-runtime.
