If the system fails to unmount some filesystem, it does reboot without unmounting after some timeout. I think I saw something like this happen on a system running Upstart and Virtuoso, but no GUI and not an Ubuntu derivative. This might be also a bug somewhere deep in the system, because filesystem unmounting is supposed to happen after services shut down.
