Primarily our focus should be the functionality and usefulness of the data in the plugin, we can simply translate this data afterwards (especially if the reports are in an xml style layout).
I agree that each plugin should be its own individual unit. I would not like to see a single strings file, but rather translations contained in each plugin. It makes everything so much more modular and simple.
