At a guess, you've probably got Nessus configured to ping the host before it
scans, and a firewall ruleset that blocks ICMP or the TCP ports selected for
TCP ping, so Nessus decides the host is down. Check the Prefs tab in setup
and disable the ping hosts options and see what happens.
