I recently had a similar problem. In my case I noted that the usability test 
hangs for tcpip.h ip_cmp.h, if.h, etc. and looking through the archives I found 
that it had something to do with the /usr/ccs/bin/as assembler and even which 
version of "as" was used to compile gcc.    For some reason the /usr/ccs/bin/as 
packages hangs, but the gcc "as" sort of skips over the headers.  I was still 
unsuccessful in getting the packages installed following the above fix and 
ended up upgrading to Solaris 8 and installing gcc v 3.0, nessus-1.2.3  That 
combination seems to be working fine for me.
