If the circumstances allow,
the server will run any plugin that is not listed in the PLUGIN_SET.

So, enter "= no" for each nessusid that represents the plugin that
you do NOT want run.

The PLUGINS_PREFS for a plugin are considered only if the plugin is run.

Be careful with the SERVER_PREFS auto_enable_dependencies setting!

When hand creating a .nessusrc file, do all the configuration keys and
values need to be included if the plugin is not going to be used?  

For example, if I am not going to use the p-smash DoS plugin (11024), do
I still need to include the following values?:

p-smash DoS (ICMP #9 flood)[entry]:Flood length : = 5000
p-smash DoS (ICMP #9 flood)[entry]:Data length : = 500

Also, is it acceptable to only list 'yes' plugins in the PLUGIN_SET
section or do the 'no' values need to be there for some other purpose?

Example:

begin(PLUGIN_SET)
 10747 = yes
 10669 = no
 10351 = yes
 11007 = no
end(PLUGIN_SET)

vs. 

begin(PLUGIN_SET)
 10747 = yes
 10351 = yes
end(PLUGIN_SET)
