I have seen that before (Solaris 8, Nessus 1.2.x with NessusWX) but I find after a "while" the scan appears to resume. Look at the process table and other activity on the server Nessus appears to be portscanning while things are stuck at 70% (the actual 70% varies based on how many checks you are doing).
