We've finally traced our problems back to a config file problem. The 11191 line contained "no" followed by a trailling space, which nessus interpreted as "yes". With this one netbios plugin enabled, many followed.

I still don't quite understand how the settings plugins are run. I can't see them listed as dependencies for anything. Does nessus have a hard coded list?

I will look into "enable dependencies at runtime", as in our setup we'd probably do better to sort dependencies manually beforehand.
