Where can I see which fetch_cmd I am using ?? 

One more thing ... if this is not working, how can I manually upgrade the
signatures ... ???

Which "fetch_cmd" are you using ? (lynx, links or wget ?). links support
is broken, so if this is what you're using, you might want to use
something else.
