Maybe a wiki??? Check out http://www.twiki.org. They have a bug-like capability too, but there are better options than a wiki if that's the way you want to go.

For a plain old wiki, check out http://www.usemod.com/cgi-bin/wiki.pl Last time I looked at it is was a simple perl script and a singe data directory, easy to set up.

Yes, it's badly needed. I'm looking for a decent system that could do
that job (maybe bugzilla is sufficient, but I'd like the ability to send
an email to the system).
