Have you checked the contents of the usr/local/etc/nessus/nessusd.rules (replace 
usr/local with whatever path you might have specified at install time if different) to 
ensure that the server
rules aren't more restrictive than the user's?  Also, since this user has a default 
accept, have you tried altering their rule policy to include only 'default accept'?
