Most likely, the WiFi router is also acting as a simple firewall, this is not at
all uncommon.  It is probably also performing NAT, so the address reported by 
DSLreports
isn't likely the actual IP address of the computer you are trying to scan, instead it 
is
probably the outside (likely DHCP assigned) address of the router.  Your friend will 
probably
have to modify the configuration of the router to allow your traffic to pass through.
