We have found that licence managers based on FLEXlm, running on Windows servers, can reliably be killed using Nessus. I have found only one related reference; port scanning FLEXlm causing it to utilise 100% CPU: http://support.esri.com/index.cfm?fa=knowledgebase.techarticles.gateway& p=43&pf=586.
