That should probably be updated since ranges, at least in the final octect, are ok as well. They indeed work and are documented in the section on target selection at:

Thanks for the notice. I have updated <http://www.edgeos.com/nessuskb/details.php?option_id=223> to now show a range in the last octet as a valid input option.
