I'm not sure I understand your question....  nessus-update-plugins is a
command that can be run at a shell prompt, through cron, or as part of
another script.

You'll need to retrieve it via a third machine then.  If a simple web
proxy isn't available to you, you'll need to build nessus-fetch on an
intermediate machine, set up a process to move the plugin tarball from
the intermediate machine to your server or else a way to make it
available to the server, and finally modify the source to nessus-fetch
on the server to retrieve the file from the alternate location.
