I believe it's when you launch a scan.  [I can't verify this right now
as my Nessus server's down right now while I upgrade, but that's the way
the client used to behave.]

What are you trying to do? Migrate to another server, replicate results
of an existing scan, or something else? Replication will be difficult if
not impossible in anything but a lab environment due to ever-changing
conditions.  Migration can be accomplished by copying over the client
config, nessusd.conf, and a mirror of the plugins.  You might also want
to mirror the CA cert, the user database (including KBs),
nessus-services, and finally any associated applications (nmap, hydra,
etc) and their configurations / environments.
