Correct, but please notice that Tenable's plugins where not unbundled from the nessus-plugins tar.gz until the 2.2.3 release. So don't use 2.2.2(a)'s nessus-plugins (Renaud has removed those from ftp.nessus.org but there might be mirror copies around). Also, the COPYING file in the nessus-plugin tar.gz at ftp.nessus.org is incorrect (it's Tenable's license when it should be the GPL license which is equivalent to the Nessus Script License) and the (c) statements in the NASL plugins contradict that.
Also, for the benefit of end-users, highlight the fact that they need to register to get the full plugins since, when just using the GPL feed, there might be errors shown in /var/log/nessus/nessus.messages because the GPL plugins depend on Tenable's and are not available if you just install the GPL archive.
Nevertheless, the list will probably get those "why don't I see all the plugins" as some people are used to seeing all of the plugins when installing third-party packages (OpenBSD, FreeBSD, SuSE, Mandrake, Debian, etc..) or when using third-party bundled solutions (Knoppix and all the security-specific derivatives of it comes to mind).
