You can't do this from the commandline, only by editing the
client config file or through the GUI.

As long as you're using a fairly recent version of Nessus,
port_range will be used by all of the scanners *except* for
"Ping the remot host" (#10180). For that, the port range is
controlled by the option "TCP ping destination port(s)" in
the plugin preferences.
