Correct. NMAP (older versions) does not work since raw socket support was discontinued in SP2. The newest CLI version of NMAP (v3.81) for W32 solves most issues with this.
On the other hand, the Nessus engine runs the scans so your local XP machine shouldn't interfere with the ability to perform this. You didn't mention what builds of Nessus, Nmap or platform you are running Nessus on.
