After reading your response, it occured to me that the problem might have been that the NBE report was practically empty since the host I scanned was a Windows XP machine with SP2 installed and the firewall up. The only lines in the NBE file were the scan_start, host_start, host_end, and scan_end. I ran the scan again against another host without a software firewall and had no problem converting the report to html_graph. So, apparently, converting an empty report was the problem.
