Because nessus-fetch is also broken - it tries to read its config
file from /usr/local/etc/nessus/ while I *guess* the correct config
file path is /etc/nessus/
All the errors say is that /var/nessus/nessus_org.pem is
missing. Unless you tested the package, you wouldn't know that this is
a packaging bug, would you? And if you did, then why didn't you report
the error?
I did not test the RPM, it's just that /var/nessus/ is not the path
set when compiling from source -- it denotes someone who either
played extensively with the ./configure options or that one used a
precompiled package. Statistically I can tell that it's most likely
to be a precompiled package.

So, who should be the owner of /var/nessus/nessus_org.pem? libnasl?
libnasl is fine, yes. Please also fix nessus-fetch, as it prevents
users from getting updated plugins.
