Nessus will ignore *local* checks for Windows if it can't gain access to
the remote registry, which would be the case if, say, the remote is
running Linux or a CISCO device.

The paper speaks mostly about Nessus 2, but the basic logic
of NASL and vuln checking is similar in Nessus 3.
