The Nessus server enables or disables plugins based on what is sent by
the client (eg, listed in the PLUGIN_SET block of your .nessusrc file,
in the case of the unix-based commandline client). If a client doesn't
mention a plugin, it will be enabled as long as it is a "non-dangerous"
plugin.
