The plugins.xml is an artifact of the Nessus 3.0 scanner for Windows.
You won't find a plugins.xml file under UNIX distributions of Nessus.

NeWT was Tenable's original Windows scanner that was comparable to
Nessus 2 and sold commercially. When we re-wrote Nessus and released it
as Nessus 3, we renamed it to Nessus as well, and stopped charging for
the commercial version of Nessus on Windows. There are still a few
references to 'NeWT' on the Nessus 3 build for Windows. Most of this is
in the current 3.0.x GUI.
