1) you don't need the Nmap plugin to be able to run portscans from
Nessus -- and using Nmap is not recommended.
2) You MUST have some port scanners running if you want meaningful
results from Nessus.

Anyway, I suspect that your problem is elsewhere, maybe the ping plugin
is not working. This would mean that raw IP (pcap or Winpcap) is
broken on your machine.

Gentoo does nothing "out of the box", not even networking and
definitely no firewalling :)
It may have been configured by hand, though...
