1) you don't need the Nmap plugin to be able to run portscans from Nessus -- and using Nmap is not recommended. 2) You MUST have some port scanners running if you want meaningful results from Nessus. Anyway, I suspect that your problem is elsewhere, maybe the ping plugin is not working.
