I'm presuming this is a windows environment based on your reference to a PDC. You'll want to go into the GUI User Manager /ADUC depending on your version of Windows, and look at the properties of the Guest account. It sounds like it has some group memberships you want to remove. These are typically listed on the "Member Of" tab. The directions vary slightly for NT4 or older, and Win2k+ (and some folks still use PDC term with Win2k+, so not sure which you have....)

The nobody account is disable, and that should disable the Guest account as well if I am not mistaken.
