IIRC, you have to restart the client and the server to get the changes to show up.
there is a command line way to _scan_ with just one plugin which is relatively new. should be in the help section. I'm not sure what you mean by "add" exactly. You might try running nasl on your plugin by itself. IIRC, that's a good way to double check to see that it's correct and will load.
