Got it. This fixed my issue:

/home/pciscanner/asap-scripts/update-nessusrc -c 
'_all_,!denial,!destructive_attack,!flood,!kill_host' -x '11219,14663' 
/home/pciscanner/asap-scripts/.nessusrc-normal

This enables *all* plugins, including scanners, except those  
considered unsafe.
