No there isn't.
I got an answer to this this exact question on the 15th of May. Below is the
answer.

Unfortunately, nessuscmd has been designed to scan for a select set of
plugins from the command line, not to perform an entire scan. We intend to
improve that situation on windows, but at the moment there is no easy way to
run a scan in batch mode there.
