RFR(XS): 8228508: [TESTBUG] java/net/httpclient/SmokeTest.java fails on Windows7

Hello,

Please help to review the change that fixes 
java/net/httpclient/SomeTest.java timeout issue:

The test now uses the 'com/sun/net/httpclient/EchoHandler.java' test class.

The test fails before the fix on Windows 7 and passes after. No mach5 
failures observed after the fix.

PS: I will log a separate test bug to fix the 
test/jdk/java/net/httpserver/EchoHandler.java to read the complete 
request body.
