This PR is now updated and ready for review again. A few fundamentals with 
regard to initial incorrect assumptions about the behaviour of HttpClient have 
been addressed. As a result the testing of these changes and the client in 
these RST_STREAM cases have changed quite a bit from the orignal posting. Fixes 
of various intermittent failures detected by running test cases included with 
this PR are also included. I will be updating the PR description to reflect 
this.
