8371903: HttpClient GOAWAY error handling - work status inquiry

Hi,

I would like to contribute to JDK-8371903 (improving handling of 
HTTP/2 GOAWAY frames with error codes in HttpClient).

I noticed that Daniel Jelinski is assigned to this issue. I wanted 
to check if work is currently in progress. If available, I would 
like to work on this issue and submit a PR.

Please let me know if this is possible.
