Please review this fix which updates 
java/net/DatagramSocket/SendReceiveMaxSize.java to also test the loopback 
interface. The test is updated so that each `@run` is in its own `@test` 
comment, which should improve diagnosis should the test be observed failing.

Note that I have also logged [JDK-8380812: 
IPSupport.throwSkippedExceptionIfNotOperational() needs to be reworked for 
testng and junit](https://bugs.openjdk.org/browse/JDK-8380812) to follow up 
with the unfortunate skip exception logic in another PR.
