Thank you for asking here first. It's OK to propose a change for that
JBS issue. As far as I know none of us have started any work on it. It's
also good that you have run the necessary experiment to verify that the
test fails with the original fix in JDK-8308024.
The OpenJDK development guide https://openjdk.org/guide/ has necessary
details on how to propose a fix. Before proposing a fix though, please
go through the OCA signing process to complete that
