It has been.
So once 5.1.2 is released, that would be the most recent public version
and hence what should appear on the web site.

But the web site is part of the public face of the project, so
shouldn't really get ahead of the public source.   So until that's
out, the most recent public version of COPYING is the 5.1.1 file.

I agree with Robert - that's the one that should be on the website.
