Hi, Vincenzo.
Have you installed the win32 binary
  from http://www.net-snmp.org/download/ ?
Have you looked in the Net-SNMP Help pages for
  understanding ?
     Configuration: snmpd.conf
     Servers: snmpd
Have you installed ActiveState Perl ?
Have you run 'snmpconf' from a command prompt window ?
Have you copied snmpd.conf to c:\usr\etc\snmp ?

Have you successfully started the snmpd.exe that comes
  with the win32 package ? 

Until you have done those things, you will be not
  making good use of your time.
