I thought I'd try a fresh install on a brand new server.

1. Installed gcc 3.4.0 (from sunsolve)
2. Installed liviconv-1.8 (from sunsolve)(gcc seemed to want it)
3. Installed openssl-0.9.7d (from sunsolve)
4. Compiled net-snmp as per README.solaris
5. Installed net-snmp to default locations.
6. Ran snmpd.

It responded

ld.so.1: ./snmpd: fatal: libcrypto.so.0.9.7: open failed: No such file or
directory.
