If you've never built and installed the Net-SNMP project before, this would not be an appropriate starting point. I'm assuming that you have built and installed Net-SNMP project before.
Get the sources from CVS, following the instructions at http://www.net-snmp/org/cvs/
From what the bug list shows, Net-SNMP "configure" does not kindlycreate the include/net-snmp/net-snmp-config.h file on AIX. After you've run "./configure ...", change any occurrence of TWO double quote characters to ONE double quote characters.

Consult the archives to know which configure options are suitable for AIX. I don't personally know them. Sorry !
In my experience, you MUST build both OpenSSL and Net-SNMP static. Otherwise you run into problems with duplicate symbols in some of the native AIX libraries causing the wrong shared library to be loaded which is a 100% reliable means of getting core dumps.
