Can you query the agent for other objects in the UCD-SNMP-MIB ?
What happens if you try
        snmpgetnext .... UCD-SNMP-MIB::ucdavis
?

If you can see things in that MIB:
   a)  it shows that access control isn't a problem

   b)  you should then be able to walk the UCD-SNMP-MIB::mrTable
        and/or NET-SNMP-AGENT-MIB::nsModuleTable which should
        indicate whether your example MIB is registered with the agent.

Do you see anything in those that you recognise?

What's being referred to here is the "CODING" section
  (which is actually the next-but-one section after AGENT)
