The API is exactly as for sending v1/v2c traps - use
"send_easy_trap" and/or "send_v2trap".
The key to sending out an SNMPv3 trap is how you set up the
trapsink. In particular, you need to use "trapsess" and
specify the appropriate SNMPv3 settings (as if you were running
the "snmptrap" command)
