Yes, that's correct.

"rocommunity" means "read-only community"
        i.e. it allows read access but not write access
"rwcommunity" means "read-write community"
        i.e. it allows both read and write access

In either case, read access is allowed so snmpget should work.
Same for the other information retrieval requests
The difference only affects write access - using "snmpset -c roname..."
   should fail and "snmpset -c rwname ..." should succeed.
