This is the result of moving some of the vacm stuff from the mib library and
into the agent library. Previously, the code was not being initialized, and now
it is. Looks like the code assumes that only agents will call it. Or that init
agent is being called w/out the sub-agent flag being set.
Did you have snmptrapd configured to run as a sub-agent (implementing the
notification log mib table)? I can't remember what the default behaviour is.
AFAIK it'll always *try* to run as a sub-agent (and succeed only if a
master agent is listening, of course). But IIRC that message was
triggered in both cases when I was testing it.
As I take it that we agree that users should not be scared by this
message, the remaining question is how to properly fix it.
