This is impossible to realize in a safe manner.  It would require
applications to edit configuration files on the fly, which is both
code-error prone or resource error-prone (eg, full disks).  We should
only modify files explicitly persistent in nature, or else we risk
destroying administrative tokens which are defined by admins as well
by accident.  The current separation, though sometimes a pain, is that
way for a reason: safety.
