Yep, that's it. apps/snmptrapd_handlers.c in both CVS MAIN and V5-1-patches
does *not* define an appropriate free function:
register_config_handler("snmptrapd", "traphandle",
snmptrapd_parse_traphandle, NULL,
"oid|\"default\" program [args ...] ");
BTW, "format" and "forward" suffer the same problem, don't they?
Also, do_external() is not needed anymore and could be removed (in 5.[12]).
