As long as the Perl script changes are solid before the first release candidate, and if there are no strong objections, then a check-in for pre2 is appropriate.

I will make sure if they break anything that it's only Windows. :)

Will your proposed changes set all of the environment variables,
or only a subset ?  I think giving full control of the environment vars
would give the best results.

Yes, all configuratoin related calls to getenv are calling netsnmp_getenv.
